I posted questions and comments on the Meta talk page today. You can see my entire posting there. The following items are specifically relevant to Incubator and should be discussed here:

  1. Incubator has some unique features that are going to require some additional thought and discussion among ourselves. Effectively, Incubator is a cluster of (usually) very small communities, with the 'crats (and to some extent sysops) effectively acting in the role of steward within the cluster.
  • We frequently have people who copy in .js and .css pages from other projects expressly for the purpose of allowing them to run only within a single test (by using prefixes). That's how our tests can quickly build up their infrastructure. My experience is that only people who know what they're doing actually undertake this. And this is complicated by the fact that some of these files are annotated in (human) languages that 'crats and sysops on Incubator don't speak. Have we ever had any trouble coming out of Incubator on this? It's difficult enough on test communities not to have access to Wikidata on Incubator; I don't want to make life that much harder. To that end ...
  • Is there a way, perhaps within Extension:Incubator, to exempt prefixed MediaWiki pages from being included?
  • There are two groups that need to have this privilege set automatically on a global basis: [...] (2) "New wikis importer" (MF-Warburg and SPQRobin) (so that they can import such pages into new wikis).
