@Comp1089 Hey, Happy New Year! In the nearest few days, newbies will be hanging around there, so I would like to protect some of the good pages and templates before they arrive. I was a test administrator of the Gurene Wikimedia until its expiration on February 8th, 2023.

What you want sounds like a test-administator, right? And the project's admin(Gurene Wikipedia) can go through the project's RfA after the project is created, and the incubatorwiki admin here doesn't matter.
